Independent R & A -Economic Impacts of Proposed Open Cast Development planned for Nant Llesg Rhymney

Caerphilly County Borough Council are seeking quotations from suitable providers to undertake an independent research and assessment on the economic impacts of the proposed open cast development planned for Nant Llesg Rhymney.The following areas are to be addressed within the assessment:-1.An assessment of adjoining Ffos Y Fan Land Reclamation in terms of jobs created and the impact on the local economy.2.An assessment of the local economy in and around Rhymney3.An asssessment of the impact of the proposed development on the local economy and inward investment.4.An assessment of direct job creation as a result of the proposed development5.An assessment of supply chain impacts as a result of the proposed development6.Assessment of multiplier effects7.Assessment of local benefits and impacts on the following:·Short term and long term unemployed·Young people·The current workforce at Ffos Y Fan Reclamation Scheme and other skilled workers elsewhere in the sector8.Assessment of economic impacts.The assessment will need to take into account an examination of the following documents found on the Council website under Environment and Planning section/ Planning. (Please note these documents are too large to attach)Planning Statement and Appendices (NTS) Chapter 16 - Maximising Local Employment and Economic Benefits to the Local Area.Environmental Statements Volume I: Technical Assessments Part 1 - Chapter 5 - Social Impact Assessment.Environmental Statement Volume II: Appendices Part 1 - A05 - Social Impact Assessment.9.An independent economic assessment of the attached objections and statement from the Green Valleys Alliance is also required.Budget:-The maximum budget available for the provision of the independent assessment is £10,000.00.Final Copies:-The final assessment shall be provided in the form of an electronic format with two hard copies also being made available to the Council. There is no requirement for Welsh translation at this stage.Final Submission:-The final completed and written assessment must be presented to the Council by no later than 31st May 2014.For any queries please contact Ian Macvicar on the above contact details.Quotations are to be submitted to Ian Macvicar by no later than 11th April 2014 using the attached quotation form.
