The role of the independent inspectors is to assist existing in-house Post Inspectors to check work quality covering all trades (and personnel where appropriate), to make recommendations in specific cases and make general observations. This information will be used to drive quality.Workmanship and Quality Monitoring SystemIt is proposed that an external Post Inspector will undertake 900 assessments of recently completed responsive repairs in the 12 month period. It is anticipated that in the region of 75 post inspections will be undertaken each month based on a sample of jobs completed the previous month. Repairs for post inspection will be selected according to pre-defined criteria. In addition, the external post inspector will be required to assess the state of repair in 50 void properties that have been passed as ready to let, equating to approximately 4 per month. The inspection contractor will be provided with 150 job numbers, addresses, tenant name and contact number, job descriptions, schedule of rates items claimed by the repair operative/contractor or the location of keys/key safe codes as appropriate. The contractor must arrange appointments with tenants to achieve circa 75 inspections each month, and gain access to void properties. The contractor will be expected to complete a copy of the Section’s “Post Inspection Form” using the Council’s handheld devices. The inspection contractor will carry out site inspections of the repairs to check that the work was fully completed, that work quality was satisfactory, that materials booked to the job were used and to enquire if the work was completed in a single visit. Photographs shall be taken where this will aid evidence of observations made and labelled and referenced copies provided on CD to the Council with a monthly report. In the event that it is not possible to check the quality of a specific repair, for example because the repair was simply to restore functionality, the inspector should check and report on the general standard of repair of the item concerned.The inspection contractor will also be expected to report back any complaints raised by the tenant during the course of an inspection.It is not anticipated that the inspection contractor will make any intrusive checks, the surveys will be visual and to check functionality, however light furniture may need to be moved out of the way in some cases to aid access for inspection.On a monthly basis, the Inspection Contractor will be expected to write a brief commentary of his/her findings, highlighting any themes which may have emerged from the month’s assessments that the council needs to address.The sample of 900 repairs will cover all trades listed below but is anticipated to consist of 50% electrical and 50% jobs in other trades (gas related works will not be included as separate arrangements are in place).
