The Royal Borough of Kingston upon Thames ("the Council") is seeking to commission Independent Tenant and Homeowner Advice (ITHA) services for Cambridge Road Estate Regeneration Programme. The Estate has the largest concentration of council housing in the Borough. It comprises 832 existing homes on a site of approximately 8.6 hectares within a mix of high-rise (15 storey) blocks, medium-rise blocks and two storey terraced houses. There are approximately 178 freeholders and leaseholders acquired through the Right-to-Buy process. The role of an Independent Tenant and Homeowner Adviser (ITHA) is to provide independent and impartial evaluation and advice to residents. The ITHA must be independent from, and not seen as, representing the views of the Council, or any prospective new landlord or development partner. The purpose is to enable residents of Cambridge Road estate to interact fully and play an informed role in the regeneration of their homes and the surrounding estate. The ITHA will be expected to undertake a number of recurring duties in order to meet the needs of both tenants and leaseholders who are actively engaged in Cambridge Road Estate Regeneration. This is an advisory role, focused on regeneration activities. General housing management, including repair issues and advocacy, is outside the scope of this contract.
