Integrated library management system and Metadata Database

We are currently reviewing our current need for an integrated discovery metadata and library system and are inviting expressions of interest.Natural Resources Wales (NRW) requires a fully integrated discovery metadata database and library management system to store information about our datasets alongside information about our library stock. This will enable all users to find, discover and access a range of datasets and information sources held by NRW. We require a library management system which will deliver a bilingual web catalogue, web interface to all staff functions, loan and reservations, link to UnityUK, journal management and acquisitions modules through a hosted service from a secure data centre. The discovery metadata will be required to meet UK and international schemas, link directly to dataset download areas and automatically serve discovery metadata to identified dataset portals, making use of web services to integrate existing vocabularies.It is envisaged that all development and customisation will be implemented and all content migrated (c1000 dataset records and 33,000 library stock items).The scope of the system will be:Discovery Metadata System•A discovery metadata database which allows NRW to meet its requirements as stated under the EU INSPIRE Directive. The schema will need to meet the latest metadata standards laid down by INSPIRE, UK GEMIINI and MEDIN and should be customizable.•Relevant vocabularies and term lists will be integrated from vocabulary servers, such as, NERC Vocabulary Server and SeaDataNet•A bilingual user interface that will enable datasets to be catalogued, searched and retrieved in human readable format, including the ability to allow records to be set to public view or internal view or both•The ability to view, download and export the metadata records In machine readable XML format to the two schemas (UK GEMINI & MEDIN)•On a weekly basis the ability to automatically serve selected metadata records as XML files in each of the two schemas, via NRWs sFTP to NRWs WAF. This automated process should search and run for selected records that have been added or amended since the last harvest•Ability to import compliant discovery metadata in XML format•Ability to validate metadata entries against the relevant standard/schema•On migration of content from existing systems, the ability to retain the GUIDs and unique record number of each metadata entry•Ability to link metadata entries to library records or other metadata entries•Ability to provide a direct link to datasets (held on external websites) associated with the metadata entry via a URL•RSS feed or ability for customers to be made aware of new entries to the discovery metadata catalogueInformation and Library System•Allow library and data services to catalogue NRW assets and has been customized to meet our specific needs e.g. Welsh language searchable web interface and comprehensive dataset•Provide a public facing catalogue to allow members of the public to search for NRW’s information and data assets.•Enable user management•Allow staff to reserve items in our stock and library staff to process those requests. It will enable staff to requests items on inter library loan (i.e. from other UK libraries) and these requests are managed through Unity UK.•Provide a single access point customised for NRW staff, partners and the public, to meet NRW’s requirements.•Welsh language interface•Ability to import and/or export data•Enable request for Interlibrary loans from the web catalogue via UnityUK enabling seamless processing of requests from staff to other libraries in the UK and beyond. Membership of UnityUK. Users can monitor progress of their interlibrary requests from their user record in OLIB.•Will be a hosted solution meeting NRW ICT strategy, in an approved and secure Data Centre. Quarterly reports will be required giving overview of services including – logged calls, concurrent usage information, work undertaken, DBA checks, backups and work planned for next period•Delivery of efficient support service with one contact point for both software and hardware, and the delivery of upgrades, service packs and fixes•Be able to process acquisitions and enable capability for ordering, receipting, accounting, produce reports and statistics, and cancelling acquisitions•Enable circulation functionality – requesting items, issues, returns, renewals, generate loans statisticsDelivery of fully compliant system, fully tested and customised, with all content migrated by 31st August 2017.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at http://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=58978.
