Intensive Domiciliary support for a young female adolescent with complex psychological needs.

This notice at this stage is to purely gather market intelligence for the requirement detailed below. There is no guarantee that any competitive exercise will follow this request.Flintshire County Council is looking to commission services to one young person (between 16 – 18yrs) currently residing in secure residential accommodation and looking to be repatriated into their local community.Flintshire is keen to engage with a suitably skilled and experienced provider based in Wales or the North West of England using its local knowledge to promote positive engagement and the achievement of meaningful outcomes for the young person.Flintshire will expect the potential service providers to have a proven record in supporting complex young people, whilst working alongside all stakeholders (this ranges from families to all recognised services) and support the deliver of a range of psychological treatment options relevant to self harm and long term abuse. The service provider will be required to recruit and retain suitably experienced mature and competent support staff to work intensively and flexibly over a 24/7 period with the aim of gradually reducing the level of 1-1 support. Initially it is anticipated that staffing ratios will be 2-1 during the daytime and waking nights but this is subject to review based on the potential for improvement as a result of therapeutic interventions.It is envisaged that this young person will achieve recovery and have the right to build a meaningful life for themselves and to have a valued role, regardless of their mental health issues. However, we are seeking to engage with a provider that will work with us to deliver a bespoke service for the unique needs of this young person. The provider will need to promote a safe and sustainable recovery within the least restrictive environment possible.The service provider must be able to identify, understand and deliver services in a safe manner using positive risk taking in the model of recovery. It is intended that Flintshire County Council source suitable accommodation (and hold tenancy for a minimum of 6 months) which will be reviewed in partnership with the provider going forward.This is a time limited market testing exercise which will close on 3rd October 2014
