We require an Interim Economics Support for Impact Assessment to support a peak in work and help provide technical input into this phase of the Water 2020 programme. The purpose of this role will be to support the Interim Director, Chief Economist in the development and delivery of the Impact Assessment to support the Water 2020 Decision document in May 2016. The successful applicant will need to develop the existing Impact Assessment work published alongside the December consultation document in light of responses to the consultation and other evidence to ensure that the revised Impact Assessment is robust, based on sound evidence and analysis and conforms to best practice. They will also need to take forward the drafting and preparation of the revised impact assessment and bring it successfully through Ofwat’s internal governance processes. Key responsibilities within the programme The role will be focussed specifically on the development and delivery of the Impact Assessment reporting directly to the Interim Director, Chief Economist. Key Knowledge, Experience and Skills •Economist with significant experience in cost benefit analysis and impact assessment •Knowledge of best practice in impact assessment and government and public sector guidance in this area as well as significant experience of applying that guidance •Strong analytical skills and the ability to identify, collect, analyse and interpret information from a wide range of sources and some experience in cost benefit analysis modelling •Experience in market design and the challenges and issues associated with opening up competition in a regulated network utility would be beneficial •Experience of working in the water sector, ideally with Ofwat, with experience of working in other regulated utility sectors also an advantage •Some understanding of the tools and techniques in economic regulation would be beneficial •Project management experience and expertise •Strong written and communication skills •Experience of working effectively in multi-disciplinary teams including working with others who may be in interim or consultancy roles as well as Ofwat’s staff
