On 11 July 2017, Ofwat published the draft methodology for the 2019 price review (PR19). This set out our approach to the 2019 price review, including: •the form of the wholesale price controls, recognising the opportunities for markets to play a greater role in delivering services and outcomes; •further guidance on our approach to the allocation of the Regulatory Capital Value (RCV) as part of developing new separate price controls; and •Our approach to how we will assess company business plans at PR19. Ofwat will receive consultation responses to the draft methodology on 30 August 2017. Ofwat will publish the final methodology on 13 December 2017. We are looking for an interim regulatory economics and policy advisor to help us refine our policy proposals and approach in relation to the wholesale price controls, including the impact of our approach on the future development of markets. Key responsibility and outputs Ofwats's key deliverable is publication of a robust PR19 final methodology document on 13 December 2017. The successful candidate will have an important role in refining the wholesale price control proposals in the final PR19 methodology document to ensure that they are robust, have a clear and strong strategic narrative and consistent with the four PR19 key themes of great customer service, resilience, affordable bills and innovation. The successful candidate will be required to work closely with the workstream Director and design workstream leads to deliver a robust policy decisions, supporting the development of relevant contributions for the methodology and appendices, reviewing and assessing work across the team and making recommendations as required. There will be particular focus on the price control and incentive framework where there are greater use of markets (water resources, water trading and bioresources). On 27 April 2017, Ofwat published the Economic asset valuation for the bioresources RCV allocation at PR19. Ofwat will receive submissions from the ten regional water and sewerage companies by 29 September 2017, where Ofwat will feedback to companies in January 2018. The successful candidate may be expected to provide support to the evaluation of companies' bioresources RCV allocations, depending on their skills and experience, considering the impact on the development of future markets. The candidate will need to work collaboratively in multi-disciplinary teams.
