We sought expressions of interests for a contract to deliver International Learning Opportunities to people in the private and public sector in Wales. 15 professionals per year will be sent from Wales to developing countries for up to 8 weeks to enable them to work at a strategic level in organisations in the developing world in order to enhance their own leadership capacity whilst sharing their skills and expertise in projects that help deliver the UN Millennium Development Goals . The placements will take place in four Sub-Saharan African countries – Uganda (Mbale region), Lesotho, Cameroon and Zambia – and will, wherever possible, add value to projects that the Wales for Africa programme (www.wales.gov.uk/walesforafrica) already supports or is engaged in. The contracted provider will be expected to develop, along with the Welsh Assembly Government’s Wales for Africa team and Public Service Management Wales (PSMW), a suitable programme for International Learning Opportunities that will include recruiting participants, matching participants to placements, pre-placement training, in-country induction, support and assistance and duty of care provision including emergency evacuation procedures in the event of an emergency. The contracted provider will be responsible for all travel arrangements for the participant.
