Invitation to a Preliminary Market Engagement Event - Sandwell Community Dementia Service

Sandwell Metropolitan Borough Council (SMBC) and the Black Country Integrated Care Board (BCICB) are committed to commissioning high-quality, cost-effective services that meet the diverse needs of Sandwell's residents. These services aim to make optimal use of market capabilities and strengths, while ensuring full compliance with statutory and legal obligations.
SMBC is currently exploring options for the future procurement of the Sandwell Community Dementia Service. The primary objective of this Service is to support early diagnosis and deliver personalised interventions that reflect the unique needs of individuals and the diversity of Sandwell's communities. These interventions will empower individuals to make informed decisions about their care and support, enhancing their overall quality of life. The Service will also focus on preventing crises, and in the event of a crisis, will collaborate with health and social care professionals to manage and resolve the situation effectively.
The Service will be available to individuals experiencing memory concerns-including those with mild cognitive impairment (MCI)-and those living with dementia, as well as their carers. Staff will work to enable and empower service users to pursue lives of meaning, value, and purpose. Delivery will be holistic and integrated, considering the whole person and their community, rather than focusing solely on symptoms or diagnosis. The Service will also support individuals in becoming more self-managing where possible. Support will be provided throughout the entire dementia journey, including direct engagement with carers-even in cases where the individual with dementia does not wish to receive support or is no longer able to participate. Eligibility for the Service will include residents of Sandwell who are registered with a Sandwell GP practice, as well as their carers, regardless of whether the carers reside within Sandwell.
This preliminary market engagement seeks to understand supplier capabilities, gather feedback, and inform the development of a potential future procurement strategy.
