Invitation to Tender: Facilitation and creation of Local Resilience Plans in Inner Forth Communities

RSPB Scotland, as Inner Forth Futures’ secretariat, wishes to commission consultants to pilot the process of developing and delivering four heritage-focused Local Resilience Plans (LRP) with participatory budgets (PB) within four communities in the Inner FORTH. The process will be similar for each community, but the details of the methods and outcomes may be tailored for each. LRP community groups Climate FORTH has developed relationships with community groups and partnerships in each of the four communities. Representatives from these groups will oversee their local resilience plan development and have the final say in the actions delivered through the plans. These groups are: Hawkhill Community Association (Hawkhill, Clackmannanshire); Polmaise Community Council and Fallin Community Voice (Fallin, Stirlingshire); Kincardine Community Council (Kincardine, Fife); and Coo Park Football Club via the Bainsford and Langlees Community Action Plan Subgroup (Falkirk). LRP design and development (November 2023 – May 2024) The consultant will facilitate a series of three workshops for each community to enable the communities to develop their local resilience plans. These workshops will take place between December 2023 and April 2024 with 2 before March and 1 after in each community. The consultant may adapt the workshops to suit their expertise and to align with any new developments in the communities. Participatory Budgeting Process (May 2024 –June 2024) After the consultant has produced the local resilience plans, the Community and Youth Development Officer will work with the consultant to facilitate a participatory budgeting process in each community. Climate FORTH has allocated a budget of 45,000 GBP per community, with 39,000 GBP provided by Climate FORTH and 6,000 GBP expected to be raised by the community, with support. The methods of crowdfunding and local fundraising will be explored and decided with each community during the local resilience planning process. It is proposed that two approaches to participatory budgeting will be trialled, although variations may be suggested by the consultant as part of tender submissions: · in-person dedicated event with ‘dragons den’ style persuasive presentations and sticker voting (Hawkhill and Kincardine) · dropping into existing community events (e.g. church groups) to request votes via sticker voting (Fallin and Bainsford & Langlees) All communities will supplement this process with online voting via social media to increase access to voting. One online voting method that has worked successfully for the communities in the past is community members ‘liking’ posts on Facebook to indicate a vote. However, the method should be agreed during the local resilience planning workshops. Sharing learning (November 2023 – August 2024) All activities within the Climate FORTH project have been designed to test and pilot new approaches and then share lessons learnt and where possible, produce guides or good practice for others to follow. The consultant will write a step-by-step guide detailing how to replicate the resilience planning process so other communities can start their own heritage-focussed local resilience plans. The consultant will also be able to advise how the LRP process could link to the development of a Local Place Plan, should the community wish to take their collaborative working further outwith the Climate FORTH project. This work is funded by National Lottery players through the National Lottery Heritage Fund, it is also funded by the UK Shared Prosperity Fund via Clackmannanshire Council, Falkirk Council, Fife Council and Stirling Council.
