The proposed guide is aimed at sustainable design but should focus on energy use and carbon dioxide emissions in school design and refurbishment. It should also relate to other aspects of sustainability, including the indoor environment, green space, design quality and durability of the building and sustainability of the materials used in construction. It should also consider procurement in the light of emerging changes to building regulations and planning guidance.The social benefits of delivering zero carbon school buildings should also be covered, for example in relation to providing opportunities for teaching and learning about sustainability and climate change; contributing towards meeting UK targets for greenhouse gas emissions; raising awareness of climate change amongst local communities; and supporting the development of new low carbon technologies and techniques. The guide will relate to both the local authority maintained sector and voluntary aided/ controlled schools, at primary and secondary level and special schools. The focus of the guide should be on practical measures that can be demonstrated to work, as well as those that do not deliver such useful outcomes.
