Brief for Planned Maintenance Project Consultant Ipswich Borough Council IBC has a stock of 8050 homes and is looking to continue providing planned maintenance works to this stock by letting a new planned maintenance contract. IBC are looking to appoint a consultant to complete the whole procurement process to comply with the Public Contracts Regulations 2015 and IBC Contract Standing Orders The Planned Maintenance contract will be a 7 year contract to cover all of the stock The budget each year will be dependent on the extent of works required each year but will around 19M in total for the overall 7 year contract The works will include repair or renewal of chimneys roof covering eaves boarding, rainwater goods brickwork re-pointing re rendering, windows, entrance doors, canopies footpaths concrete components gates fencing external re decoration and internal re decoration of communal areas The work will be undertaken with the tenants remaining in occupation Some of the work will be carried out on blocks of flats which include flats that have been sold to leaseholders under the right to buy It will therefore be necessary to comply with the leaseholder consultation requirements under the Landlord and Tenant Act 1985 and the Service Charges Consultation Requirements Regulations 2003 The whole procurement and tender evaluation process will require to be completed as per the programme shown on pricing document to allow time for the Councils Executive approval process and give the successful contractor lead in time to start on site in April 2017 The Transfer of Undertakings Regulations 2006 may apply to the planned maintenance contract. IBC will advertise the project and send the agreed questionnaires to respondents IBC will send the ITT documents to the chosen tenderers. IBC will notify the successful and unsuccessful tenderers. Appointment of the chosen contractor will be by Client following Executive approval. Kitchen AND Bathroom Refurbishment Project The Kitchen Bathroom refurbishment contract will be a 4 year contract with an option to extend by up to 2 years. The budget each year will be in the region of 900000 to 1250000. The work will be mainly kitchen unit and bathroom suite replacements including redecoration, tiling, floor covering, electrical upgrades, radiator moves, old pantry wall removals, making good and asbestos removal as needed. The work will be undertaken with the tenants remaining in occupation. The kitchens will be specified to remain serviceable for 20 years and the bathrooms for 30 years. The Transfer of Undertakings Regulations 2006 will apply to the refurbishment contract.
