Careers Wales is seeking an integrated web based IT system that will enable us to manage our performance reviewprocesses, the quality assurance of our professional practice, our staff learning and development activities and recruitmentsystems. The system will need to integrate with other systems already in existence e.g. for managing assessments ofprofessional practice and online learning.There are approximately 800 members of staff in Careers Wales with approximately 70 job descriptions.The system will need to be provided in English and Welsh, to enable staff to carry out and record performance review ineither language.Performance review – Careers Wales requires a system that enables line managers to conduct and record regularperformance review meetings, with varying frequency levels depending on the needs of the staff member.The system will need to enable line managers to:•score aspects of performance (including generic and specialist competencies),•comment on progress and achievements•record recent professional practice assessment scores (and the average score)•plan objectives and goals•review objectives and goals•plan learning and development activities•review learning and development activities•agree date for next performance reviewThe system must also:-include reporting functionality e.g. on levels of competency across the company and progress made over time;-Include links to selective and automatic email facilities (e.g. when performance review is due, when goals are due forcompletion).Quality assurance of professional practice – the system will need to link to our current database, produced in Sharepoint, inorder to:•Access digital recordings of professional work•Access assessment records linked to the corresponding digital recordings•Calculate a score based on the average of the last six assessments in each category•Record actions for improvement/learning and development agreed as a result of assessments•Link scores, actions and goals to performance review system•Issue reminder emails (e.g. when assessments are due), with frequency linked to scoring•Provide reports to managers on company progress in relation to each aspect of each assessment recordLearning and development – Careers Wales requires a system to manage learning and development which will:•provide an accessible calendar of learning and development activities•provide a “request to attend” system that ensures attendance is correctly authorised, recorded, evaluated anddisseminated•produce evaluation reports of training events•enable members of staff to see records of the learning and development they have completed•store copies of certificates•enable trainers to see who is attending training•issue reminder emails•enable managers to create reports about learning and development activities.It should also be able to either and manage online learning programmes or connect to our current Learning Management System (Moodle).Recruitment – the system will need to store job descriptions and enable HR officers to manage the recruitment process, frominitial contact, through recruitment and linking in to on boarding and probation.Feedback to staff – the system will either need to integrate with existing systems for collecting complaints and compliments, orprovide a facility for staff to record complaints and compliments, that feeds through to performance review.A full reporting suite will be required for all functions contained within the system, which will also include permissions for accessat a defined range of levels.The performance Management system will be accessed by:-all employees to compile and produce their own formative performance assessments;-line managers to view formative staff performance assessments and develop these into agreed summative documents.
