The purpose of this tender exercise is to establish a Framework Agreement for Business Associates. 2.Project Background and Rationale With competing demands on our environment, integrating the economic growth of industry with nature conservation requirements will be needed to protect the UK's biodiversity both on land and sea. Where new conservation measures are needed these may be implemented at the national, regional or international scale. JNCC is committed to the development of nature-based solutions as part of its wider and strategic development. (hereinafter referred to as JNCC or the Joint Nature Conservation Committee) requires additional expertise to support delivery of their ongoing and future work programmes. This support includes augmenting existing skills within JNCC with greater capacity but also enhancing our skills through wider capabilities. JNCC wishes to have a JNCC Business Associates Framework Agreement in place to facilitate the delivery of current and future work. 3.Project Objectives The Framework Agreement The purpose of this document is to specify the requirements of the Joint Nature Conservation Committee and establish a Framework Agreement for Business Associates. The definition of the skills we require is summarised in Point 9 of this ITT. Interested bidders are invited to apply to join the Business Associates Framework Agreement under the generic skills descriptors listed in accordance with the instructions detailed in this document (section 9.2). JNCC will assess relevant current/past experience, topic appreciation and compliance with Quality Assurance as well as the Standard Selection Questionnaire. The number of suppliers awarded a place on the Framework Agreement will be dependent on the technical quality/price of bids submitted with no anticipated minimum. Section One provides detail on the process to be followed for award of contracts (call-off) to individual suppliers via Direct Award or Mini-Competition (for each opportunity) amongst all suppliers within a particular lot. Suppliers should specify clearly within their bids their particular areas of expertise and show evidence of their abilities. Where evidence is not included, it will be assumed those skills do not exist.
