Within The Heads of the Valley area there has been a strategic project, named ''JobMatch'', running for the last 3 years which engages with dis-advantaged clients and moves them from inactivity into economic activity by providing opportunities for training, volunteering, work experience, employment and career development. The project was previously developed and piloted in Blaenau Gwent and was approved for rollout across the HOV Area. This contract is for the delivery of Training services to JobMatch participants.Currently funding is available to March 2011, however annually there will be reviews as to the continuity of the service, and subject to satisfaction with the delivery and funding being available from the sponsoring bodies there may be an opportunity to extend this contract further.The Framework has been let across the 5 training areas (defined as separate lots). These are:- Lot 1 - Health & Social Care, - Lot 2 - Customer Services,- Lot 3 - Youth & Play,- Lot 4 - Renewables (green skills),- Lot 5 - Pre-employment training.Each of these 5 training areas (lots) will be split into 5 geographical areas, which are Blaenau Gwent, Merthyr, Caerphilly, Rhondda Cynon Taff and Torfaen. Bidders can bid for one or all 5 geographical areas and 5 lots however they will have to provide all the training listed under each Lot. They can sub-contract some elements of the training if they wish (Attached to the PQQ on the exchange wales website is an instruction to tenderers which gives further details of each Framework and the requirements. Please refer to these documents before making an expression of interest).Whilst this tender wil be evaluated specifically for Employment Route Participants it will also be used for any other JobMatch participant that requires Health & Social Care. Youth & Play, Customer Services, Renewable and pre-employment skills training.Under this Service the Contractor is required to particpate actively in the economic and Social Regeneration of the locaity and surrounding the place of delivery for the Service. Accordingly contract performance decisions may relate in particular to social and environmental considerations.The requirements under this contract relate to recruitment of beneficiaries following training and the contractor will be assessed at the tender stage on the potential employer links they have for recruitment of beneficiaries following the training provided.The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liability.Payment terms will be indicated in the contract documents. Tenders to be priced in Sterling. Payment made in Sterling only.No special legal form required but joint and several liability assumed by all group bidders before acceptance.The Authority reserves the right to consider variant bidsThe Contract will have an option to extend the duration up to a period of a further 12 months
