Kilmartin Museum Company Ltd requires a consultant to develop, manage, and implement a “fit for purpose” monitoring and evaluation framework that allows the Museum to demonstrate its progress in achieving its redevelopment outcomes to project funders and other stakeholders. As well as wanting to understand and continually improve its performance in seeking to exceed visitor expectation, the Museum must demonstrate delivery of positive outcomes to its funding bodies and other stakeholders. The strategy and framework must be developed in line with all major funders and be approved by Trustees and relevant bodies prior to implementation. The work overall will include but not be limited to the following: - Development of a single Monitoring and Evaluation Strategy that meets the requirements of all principal funding bodies - Development of all elements of a comprehensive Monitoring and Evaluation framework that sits beneath the Strategy - Identify and develop appropriate quantitative and qualitative outputs to demonstrate successful delivery of outputs and outcomes - From existing data and management information, compiling a set of core “baseline” metrics which can be used as a reference point from which to measure delivery - Securing stakeholder engagement and approval / sign off of Strategy and Framework - Meeting funder reporting requirements as they arise with respect to monitoring and evaluation work - Training of colleagues to support framework implementation - Strategy and framework implementation - Strategy and framework evaluation including proposals to develop and improve in light of experience - Embed the framework so that is operation can continue once the contract term has passed. - Final Evaluation Report detailing the findings of the Strategy and Framework. This work will include: - Liaising in detail with the Client, funders, trustees and other stakeholders to deliver the complete monitoring and evaluation strategy and framework. - Ensuring that the project is developed within the approved budget, leading value engineering exercises where necessary. The Monitoring and Evaluation Consultant will work alongside KMCL staff including the Museum Director and Archaeological Curator, Interpretation and Engagement Manager, education and operational staff. The Monitoring and Evaluation Consultant will be managed by the Redevelopment Project Coordinator. The successful Consultant will be expected to be committed to good Health and Safety and access practice including measures to address Covid-19 risk. The successful Consultant will be expected to attend team meetings as agreed in Kilmartin, Edinburgh and Glasgow or using “Zoom” as appropriate to the situation.
