Purpose: The purpose of the service is to provide regular support for people with learning disabilities who reside within the County of Powys and who are identified as needing support to maintain and develop their quality of life. Objective: The objective is to support people with learning disabilities living in supported accommodation across Powys to live independently, to increase skills and choice and control in all aspects of their life, including their accommodation. The support is to be provided by Support Providers appointed by Powys County Council.The Services must be performed by the Support Provider in accordance with the requirements and standards set out in this Service Specification and the Contract Terms and Conditions. Policy: The Service Specification is based upon the policy statement in the Welsh Assembly Government ‘Statement on Policy and Practice for Adults with a Learning Disability’ issued in 2007:All people with a learning disability are full citizens, equal in status and value to other citizens of the same age. They have the same rights to:•Live healthy, productive and independent lives with appropriate and responsive treatment and support to develop to their maximum potential.•Be individuals and decide everyday issues and life-defining matters for themselves joining in all decision-making which affects their lives, with appropriate and responsive advice and support where necessary•Live their lives within their community, maintaining social and family ties and connections which are important to them•Have the support of the communities of which they are a part and access to general and specialist services that are responsive to their individual needs, circumstances and preferences.The service must be ‘person centred’ in the approach that is taken to support individuals. In practice, this means:•Focus on each individual living their own life on their own terms and according to their own aspirations•Sharing power- increasing the choice and control that individuals have over their lives.•Paying attention to process – to ensure the sustainable involvement of the individual•Building a shared understanding - with the person at the centre.•Getting a shared commitment to action - to ensure that everyone pulls together to achieve goals outlined in a support plan and independence is achieved. Service Principles: The Support Provider must comply with the following Service Principles;•To provide a service that actively meets the assessed needs of people they support and promotes their inclusion and participation through management structure, policies and procedures, and day-to-day working practices •To provide a service that reflects a collaborative approach between the people we support, Powys County Council, the Support Provider and other partners.•To provide a service based on the development of good working relationships between staff and the people they support based on mutual trust and confidence.Service Values: The Support Provider must ensure that the services are at all times provided in a manner that reflects the following key service values:•Autonomy - promotion of autonomy, self-determination, choice and control over decision-making, including control over the way their support is delivered and choice of the staff who support them;•Attainment - recognition of individual ability and potential for personal development, and of the social and environmental barriers to achieving potential. A commitment to assisting everyone to grow, learn and develop to overcome the barriers-including employees;•Citizenship rights - maintenance of entitlements associated with citizenship under the law, including legal rights, tenancy rights, protection from discrimination, harassment and degrading or inhuman treatment;•Individuality - respect for individuality, privacy and dignity, and maintenance of self-esteem in all situations;•Diversity - respect for age, ethnic, religious and cultural diversity, and promotion of equal opportunity;•Well-being - promotion of physical, emotional and spiritual well-being;•Inclusion - promotion of social and economic inclusion and participation in community life;•Protection of Vulnerable Adults- a right to adequate policies for protection. 2.0DESCRIPTION OF SERVICES Support is currently provided to individuals with learning disabilities living in supported accommodation across Powys County Council’s administrative area. Support is to enable people to live independently, build confidence to make informed and appropriate life choices, to achieve the benefits of long term maintenance of their accommodation and involvement in their community.The Council’s Social Services Department accepts referrals from individuals, families and professionals, and provides comprehensive assessments of support need and risk information to Support Providers to enable support to commence. The Support Provider’s designated Support Worker will have full information on details of assessment and risk contained within a Personal Plan of Care. Throughout the duration of an individual’s support the Council’s Social Services staff shall maintain regular communication with Support Provider’s nominated Support Workers regarding the Individual’s development. Support provision will be monitored on a regular basis via quarterly returns, satisfaction surveys and annual reviews. 3.0 SERVICES REQUIREDSupport Providers must provide a service that is innovative and creative. The Council aspires to appoint Contractors that maximise resources both within their direct control and external, locally available resources.
