Leeds Transport Model Mark II — Development and Ongoing Operation.

Following the closing of the NGT Public Inquiry and with the emergence of the West Yorkshire ‘Plus' Transport Fund, it is now necessary to put in place the modelling framework which will be used over the next 2-5 years to support schemes being developed across Leeds district.This brief has been developed following workshops with officers across LCC/WYCA and also reflects the views of advisors that have been involved in using and operating the existing Leeds Transport Model (LTM).The purpose of this commission is:— To develop the LTM ‘Mark II' by applying a single consistent approach across the principal bodies which use the LTM: WYCA, LCC and the West Yorkshire ‘Plus' Transport Fund;— To develop (and operate) the LTM ‘Mark II' so that it can produce the necessary outputs to support the NGT Conditional and Full Approval submissions, as well as any outputs required to support economic analysis for NGT that may be undertaken after the Full Approval submission;— To develop (and operate) the LTM ‘Mark II' to produce the necessary outputs for the assessment and feasibility design of schemes included within the Transport Fund for the various Gateway stages; and— To operate the LTM ‘Mark II' for any other works reasonably required by WYCA or LCC until the LTM ‘Mark II' is no longer required.
