Liaison & Diversion in Cumbria 2015/16
Descriptions
Liaison & Diversion (L&D) services operate to ensure that those with mental health conditions, learning disabilities or other vulnerabilities such as debt or homelessness can access specialist support when in contact with the criminal justice system. NHS England has secured increased funding to commission trial schemes for 2015/16 to test the new standard service specification developed in collaboration by the national L&D Programme Team, NHS England Health and Justice Leads and the Offender Health Collaborative. NHS England (Cumbria and the North East) wish to invite written quotes in the form of service development proposals from interested service providers to develop liaison and diversion service provision within Carlisle Police Station and Magistrates court on the basis that: •Carlisle is the largest custody suite; •the volumes are greatest; •the incidence of suicide and undetermined injuries is high within Carlisle; and •it is the site of both Magistrates’ and Crown Courts, which is relevant having a view to the ultimate expansion of the L&D service in accordance with the national operating model. The service will be a seven month trial from 1 September 2015 until 31 March 2016. Quotes must be made within a financial envelope of £100k. Submissions must include firm pricing and a SMART project plan covering the six month trial period. The project plan must be specific, measureable, achievable, realistic, timely (SMART) and describe all areas of activity; identifying all the milestones and critical path required over the six month period to meet as much of the service specification that is within the current financial envelope and timescales. Bidders should describe within the project plan how the following will be achieved over the six month trial period: •the identification, screening and assessment processes that they will implement. •their workforce plans, including reassurances regarding the recruitment of the complement of suitably qualified and skilled healthcare professionals •how the all age service will be delivered in terms of an integrated approach to youth and adult service users •proposals for coordinating the partnership with core team agencies and extended team stakeholders Application procedure Service Delivery Proposal submissions must be made by email to england.offenderhealthnortheastandcumbria@nhs.net by no later than 12.00pm on Wednesday 8th July 2015. Failure to comply with these requirements may result in your offer being rejected. Selection The successful provider will be informed no later than the 17th July 2015.
