LI2319R - RFT for the provision of Electronic Archiving Services

IReL wishes to enter an agreement for Electronic Archiving Services providing a reliable digital preservation solution for licensed publications. The solution must provide long-term preservation of licensed publisher content and provide access to preserved content, should the following occur:•Cessation of a publisher’s operations•Discontinuation of a title by a publisher•Back issues are no longer offered by a publisher•Catastrophic and sustained failure of a publisher’s delivery platform The successful tenderer must have existing license agreements with the publishers IReL licenses content from (see https://irel.ie/resources/) to allow the service to preserve the content long-term, and to make the content securely available to IReL member libaries should specific trigger events occur. It should follow library community standards, including:•Metadata Encoding & Transmission Standard (METS)•Digital Item Declaration Language (DIDL – a part of the MPEG-21 standard)•Reference Model for an Open Archival Information System (OAIS).
