LITERACY AND NUMERACY EXPERTS TO SUPPORT THE DEVELOPMENT OF THE NATIONAL LITERACY AND NUMERACY FRAME

The Department for Education and Skills (DfES) in the Welsh Government wishes to invite interested individuals and organisations to submit proposals to develop, quality assure and review numeracy and literacy frameworks in English and Welsh.The National Literacy and Numeracy Framework (NLNF) will be introduced in schools on a voluntary basis in September 2012 and implemented on a statutory basis from September 2013. Schools will be required to report on a learner’s progress in literacy and numeracy for the first time at the end of the 2013/14 academic year.Expert capacity is needed to refine these matrices, quality assure them and review for suitability of use in teaching and learning environments for introduction in schools.Expertise is needed to fill roles that will enable completion of the NLNF by March 2013. This contract will cover all aspects of the Framework and can be separated into three lots, namely:•Numeracy•Literacy (English Language)•Literacy (Welsh Language)Suppliers are invited to bid for either the whole contract or for individual lots. Two areas of the NLNF are required to be developed by the end of the contract period. These are: •A completed matrix for each element; and•Supporting information to explain the rationale, methodology and implementation of each matrix;
