Welsh Government currently funds the All Wales Domestic Abuse and Sexual Violence Helpline, a bilingual information sign-posting service, to help and guide people with experience of domestic abuse or sexual violence, who are in need of information or access to support services. The Helpline is open to victims from all genders (including transgender) and all types of relationship. There is also no age limit or ethnicity barrier to calling the Helpline as gender-based violence, domestic abuse and sexual violence can affect anyone.The Welsh Government is re-tendering for the delivery of the All Wales Domestic Abuse and Sexual Violence Helpline – to be known as the Live Fear Free Helpline following the award of the contract.Welsh Government wishes to enter into a contract for the Live Fear Free Helpline for an initial period of 36 months, with an option to extend for 2 years subject to annual reviews. They are looking to appoint a Provider who can demonstrate they fully understand and can meet the requirements outlined, through proven knowledge, experience and robust governance arrangements.Welsh Government is looking for innovation from the bidders in terms of added value to the callers to the Helpline and will be required to work with Welsh Government to continue to develop and add value to the service. Welsh Government operates a Live Fear Free website and the successful supplier will need to work with officials in Welsh Government to ensure information on the website is relevant and up to date.An independent evaluation of the current Helpline has been completed which considers its effectiveness from a customer perspective. This study was carried out on behalf of Welsh Government by Cordis Bright. The summary of findings and the technical report were published on the Welsh Government website on 31 July 2014.
