This is a Prior Information Notice to raise awareness of the forthcoming procurement exercise. A new service model is currently considered in respect of a Young Person of 18 years of age with a diagnosis of Autistic Spectrum Disorder, Learning disability and drug resistant epilepsy. He has also Mosaic Klinfelter Syndrom and hypermobility and investigations are currently ongoing regarding his genetic conditions.The Young Person lives at home with his Mum, Dad and 5 siblings, all of whom have additional needs of their own. The Young Person is the second oldest of his siblings and his older sister has been employed as his carer alongside mum in the past. This was to be an interim solution but there have been difficulties in ascertaining his exact needs due to a fluctuation in his presentation and his refusal to attend school. Currently a domiciliary care agency provides support until a live-in care arrangement can commence in September.The Young Person has severely regressed over the recent months and years and at times is very lethargic, his cognitive processing is very slow and he needs active support with personal care. He also has sensory sensitivities, such as to noise at has noise cancelling headphones which he uses. At his best he is fully mobile and alert but still has slow processing (including speech) and would need prompting and 1:1 support to undertake any activity.He spends most of his time at home and does not have a regular activity that he enjoys at present. Since refusing to attend school he is low in mood and at times become aggressive with his family. There have been a number of incidents where he has absconded from the home and or been violent towards others.He needs support to develop his independent living skills and encourage his independence from his family. It is hoped that by providing independent support to him within the home it will provide him with opportunities to widen his community presence and improve his overall quality of life.Intentions are to appoint an experienced Service Provider with skills and expertise in supporting individuals with learnign disabilities and autism and introduce a Live-in care and support model to ensure consistency of support for him, minimising/eliminating changes in staffing shifts as far as possible.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=83335.
