Work is needed to establish a robust evidence base to enable the testing of the hypothesis that a strategy involving preventative actions, based on the awareness, education and enforcement interventions being undertaken as part of the Black Spots to Bright Spots project, has a superior impact to one where organisations only intervene reactively, i.e. clear up fly-tips.The consultant is to propose a methodology to support clear conclusions about the impact of the interventions versus a business as usual reactive approach.
