This is a Provider Selection Regime (PSR) Intended Approach Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this contract. The Intended Approach Notice is being published in line with Regulation 10 under The Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). The “Most Suitable Provider” (MSP) process is being used to commission this service. This will be published for at least 14 calendar days as per the requirements of the Provider Selection Regime 2023. This is to enable providers to approach the Council and express their interest in being considered as the 'most suitable provider'. List and brief description of conditions The successful MSP will have to satisfy the Basic Selection Criteria and demonstrate how they meet the Key Criteria as listed within this notice. The Council will select the MSP based on the following stages: 1) The Provider will have to satisfy the Basic Selection Criteria in accordance with regulation 19 of the PSR 2) The Council will then assess providers who satisfy the Basic Selection Criteria against the Key Criteria as set out below to determine the MSP. The criteria are ranked in priority order:- a) Integration, collaboration, and service sustainability b) Improving access, reducing health inequalities and facilitating choice value c) Value d) Quality and Innovation e) Social Value List and brief description of selection criteria As part of the MSP process there will be an assessment of the company's financial performance and stability based on the accounts provided and a financial risk assessment carried out by Credit Safe Minimum level(s) of standards possibly required A) - The Provider must ensure staff delivering the behavioural support treatment programme have all competencies identified by the National Centre for Smoking Cessation Training (NCSCT) Standard Treatment Programme to deliver stop smoking interventions. - Full NCSCT Level 2 certification - Registration with NCSCT as certified practitioners. B) The provider must have experience of delivering a stop smoking service in accordance with NG209 guidelines (Tobacco: preventing uptake, promoting quitting and treating dependence (NICE Guidance 209) C) The provider must have experience of integrating services within existing provision and local pathways Please refer to the attachment at the "Expression of Interest" event for more information
