The project comprises of the Replacement of the Annunciator TV Head End System which involves the supply and installation of a new DVB-T broadcast system to connect onto the existing Parliamentary distribution infrastructures.The new system shall improve the selection of services including chamber and committee room feeds, regional news channels, subtitles and EPG. The system shall provide a distinct improvement in the Annunciator performance with high quality of service and good value for money. The requirement for the division bells to be mixed with every channel means that the conventional head end technology is not sufficient; however successful trials have identified a suitable concept design.Requirements for a contractor, acting as Systems Integrator, to undertake the full replacement of the Annunciator Head End TV System:Experienced in integrating, supplying and installing of multiplexing hardware, SDI decoder/encoder hardware, Logo and Sound Insertion hardware, EPG aggregation/regeneration hardware, subtitle distribution/time re-stamping equipment, and MHEG/Red button delivery equipment.Experienced in distributing Satellite and Freeview off-air channels, private SDI TV and information feeds, and IP channel feeds to co-axial, fibre and IP networks on multiple sites.Experience; capability and capacity to provide a 24/7 off-site support service.The minimum requirements of the new DVB-T head-end are:a. Insertion and mixing of both division bell sound and logos to indicate divisions onto every channel.b. Compact size, due to space availability in the equipment room which is at a premium, due to being close to the HoC Chamber. There is a requirement to locate the equipment in the existing location, where the Operations and Maintenance staff are based, and all the co-axial and fibre connections are terminated.c. Re-distribution using existing co-axial, fibre and IP networks of satellite, Freeview and internal chamber and committee room feeds and internal business/security information.d. Pass-through of subtitles (where supplied) to be displayed on the TVs.e. Aggregation of off-air and private EPG information.f. Provision of existing teletext (or equivalent) from Hansard.g. Provision of red button services in conjunction with above division bell overlay.h. Future-proofing with HD/MPEG-4 capability, redundancy and expansion capability.i. Easy to change and configure the channels that are broadcast over the system, from site.
