Natural Resources Wales is the largest Welsh Government Sponsored Body and is responsible for making sure that the environment and natural resources of Wales are sustainably maintained, sustainably enhanced and sustainably used, now and in the future.The Flood and Coastal Risk Management Team in South West Wales is required to undertake maintenance works to a sheet pile sea defence along the Llanelli Coastline. The defence runs for approximately 4.5km in length along the Millennium Coastal Path, protecting some 1476 residential and commercial properties from tidal flooding. In the absence of regular maintenance over the last 20 years the piles are now showing signs of deterioration and require the application of a protective coating to extend their asset life.Natural Resources Wales is looking for a supplier who can undertake cleaning and painting of the sheet pile defence to the following specification:The sheet piles would be cleaned using inert material.All the works are to be carried out using environmentally acceptable methods.The piles are to be pressure washed with freshwater (Min. pressure 2500 psi) to ensure that they are clean from debris, corroded layers of steel and corrosive salts, and waste water collected for recycling.Application of a protective primer.Application of an anti-corrosion micacious iron oxide / modified epoxy at 250 microns dft (294 wft) or equivalent approved anti corrosion protective coating/s.Works to be carried out under a canopy or suitable enclosure to protect the piles from the elements whilst blasting and painting works is being undertaken.Protective anti-corrosion coating to carry a 25 year life guarantee.A full method statement of how works would be completed, along with site preparation and disposal of waste will be obtained from the preferred contractor at tender stage.Works to be delivered within a 25 – 35 week period to commence from contract award 10th April 2018.This is a maintenance only contract. Your expression of interest should state your company name and address, contact details, including email address of lead contact.In order for NRW to establish whether you have the experience, skill, knowledge and capacity to carry out this specialist maintenance works, we require you to provide a response to the 2 questions below:-Q1 – Provide details of what your company background, core services and confirmation that you have the appropriate skilled personnel and capacity to deliver the works in line with the timescales given above.Q2 – Provide a statement explaining your experience of providing maintenance services in line with the description given above. We would expect your experience to be recent and no more than two examples are required at this stage (within the past 3 years)and should include a high level summary detailing the title, location, contract value and programme of each requirement.Please limit your response to each question to a maximum of 1 side of A4 or 1000 words (maximum font size 11 – Arial).The NRW project team will review all Expressions of Interests and based on the information received, an assessment by the panel will determine if you, as an interested party, will be short-listed to receive the formal tender document (expected to be issued January 2018).Failure to provide a compliant response to either or both of the questions ask will result in you being excluded and NRW reserve the right to seek clarifications from interested suppliers, with a view of reaching a final decision on inclusion or not.PLEASE NOTE THAT THE INFORMATION RECEIVED FROM INTERESTED SUPPLIERS AT THIS STAGE WILL NOT BE INCLUDED IN THE FORMAL TENDER EXERCISE.
