We intend to award a framework agreement for the maintenance and inspection of former tip sites in South Wales.Our intention is to award this framework agreement for a period of 3 years. It is anticipated that the framework agreement will commence in October 2014 for an initial period of 3 years.There will be an option to extend the framework agreement by up to a further 1 year in total.A single supplier will be appointed for the period of the contract.NRW will be awarding a contract to provide a full management service for the operation and maintenance of landslide/tip remediation sites in the County boroughs of Rhondda Cynon Taff and Neath Port Talbot and ad hoc maintenance at other landslide/tip sites in South Wales. Each site has a comprehensive maintenance and operation plan which includes: yearly/half-yearly inspections; routine maintenance of infrastructure, particularly drainage infrastructure; vegetation management; occasional specialist (confined spaces/CCTV) requirements.NRW does not guarantee any quantity or volume of work and may bring additional sites into the contract during its term.The services required include:•Undertaking inspections/monitoring of each site in accordance with the maintenance and operation plan for the site.•Maintaining records of all inspections and monitoring undertaken, providing copies to NRW.•Notifying NRW of any works required arising from inspections and agreeing with NRW a schedule of works to be carried out at the site.•Delivering the agreed schedule of works, ensuring the works are competently supervised and managing all contract/CDM documentation as necessary.•Maintaining records of all works undertaken at each site, providing copies to NRW.•Liaison with NRW contract manager to discuss works on site, future programmes, or anticipated future works to be carried out.You should be able to supply personnel who are competent to carry out the inspections outlined in the maintenance and operation plans for each site. You will need to have the competency/experience to deliver any maintenance operations during the life of the contract, making sure that you always follow all necessary health and safety considerations, especially with regard to the Construction Design and Management Regulations 2007 (CDM2007).Before submitting a tender potential bidders should note the following and consider whether the scope of operations is appropriate to their organisation:•The value of this contract may vary from year to year. The inspection schedules will not vary, but works arising from the inspections may.•NRW reserves the right not to undertake maintenance works identified through inspections. NRW reserves the right to balance risk against costs when agreeing required schedules of work under this contract.•NRW is only intending to enter into a contract with you as supplier. You will be expected to pay any sub-contractors carrying out agreed works, charging NRW for these works and your costs as per the arrangements outlined in your ITT submission after the works have been completed.
