Specification of Duties 1) Operational management of complete fire alarm system at UHW to include: — Fire Alarm Panels (80 No); — Fire detectors (10440 No); — weekly testing; — lift shaft servicing (90 No shafts); — Cirrus Pro Servicing (6No); — electrical equipment including controls, electrical panels, wiring etc.; — battery, Power supply testing; — investigating Fire alarm activations; — out of hours, night shifts for busy areas like theatres and concourse. 2) The contractor shall provide suitably trained and competent engineers to carry out duties outlined in 1) above. 3) Maintenance and repair of all equipment and systems detailed in 1) above. Most equipment would have been installed in 1990 or earlier and is therefore approaching 25 years in age. 4) Management support for the services detailed in 1) to 4) above including: attendance at regular performance management meetings, submission of performance reports, provision of relevant reliability, dilapidation survey, cost data and formulation of health and safety and compliance reports. 5) The contractor must assure the UHB that it has sufficient licensed software, spares and proven technical ability to cover an aging and obsolete in places system so that it continues to provide full operational service enabling the healthcare of patients to continue unhindered. The system is a Protec design that has evolved over many years and is now mixture of old and new technology thus has become an extremely bespoke system to service and maintain. Allied to this the system is a ‘closed’ protocol system requiring specialist software and expertise to keep serviceable. 6) All of the above services must be provided in accordance with all the relevant and latest engineering, Health and Safety, compliance management and statutory obligations including asbestos, legionella, water safety, control of contractors, fire management etc. The authority is applying a 10 day standstill period to allow suppliers in the marketplace an opportunity to appeal if they believe they have the capability to meet the Health Boards unique requirements.
