University Hospitals of Leicester NHS Trust (UHL) requires the Provision of Managed Equipment Service with associated Medical Consumables & Contrast Media.
The contract term is intended to be for 10 years with potential option to extend at the Authority's discretion for an additional term of up to 5 years. Over the 15 years, the potential total contract value would be £600 million (£40 million per annum). Consumables represent the majority of this contract value: £24 million of the £40 million annual estimate. Contract start date is subject to change.
Scope:
-Purchasing/financing, installation and maintenance of equipment and materials in scope of the contract;
-Purchase and installation of diagnostic/radiotherapeutic equipment and clinical robots;
-Procurement of consumables and contrast media to meet clinical demand; to include all ancillary equipment and software required to maximise and make systems operational and fit for intended purpose
-Purchase, supply, maintain and replace specified consumables and medical devices for the operation of the equipment and responsible for monitoring and maintaining stock levels (including stock rotation, usage analysis/reporting and proactive prevention of wastage/expiry);
-Employ and train sufficient inventory control staff; and Manage any third party involvement.
The supplier will be responsible for the provision and stock level maintenance of specified consumables required such as implantable cardiac valves and devices (e.g. TAVI valves, TEER clips, pacemakers & defibrillators), guide wires, stents, mapping and ablation catheters. The Trust seeks a pass-through cost model with open book accounting to see actual purchase prices plus agreed markup. Product list control remains with Trust and only the Trust can dictate changes to consumables list, not the provider.
The Trust requires flexibility over time and reserves the right to add or amend requirements.
The supplier is responsible for the lifecycle management, ensuring the Trust has access to the latest medical technologies without the burden of capital investment.
Equipment included is imaging, Catheter Labs, Hybrid Theatre, mammography, radiotherapy & pharmacy robots. At this point there is no desire to expand this but there needs to be flexibility to add over the life of the new contract.
In order to select the most suitable strategic partner, the Trust intends to follow a competitive flexible process conducted in accordance with the Procurement Act 2023 (PA23).
UHL is in the process of finalising its Outline Business Case (OBC) for Cabinet Office (CO), specification, and tender documents. UHL intend to publish the tender notice and procurement in November 2025 via the Atamis e-sourcing portal.
Market engagement is due to commence in August 2025 and any interested suppliers are invited to participate - a Preliminary Market Engagement Notice will be published closer to the time. UHL reserves the right to make changes to it's intentions following the pre-market engagement.
