The establishment of a framework for managed service for provision of Agency workers.The value of the proposed Framework Agreement has been calculated with reference to the historical spend of all those public sector organisations named. The Lead Authority offers no guarantee of volume or value in respect of any future expenditure.This Framework Agreement procurement exercise is being led by Cardiff County Council on behalf of the participating bodies in the Welsh Public Sector.There are a number of organisations that have indicated who have indicated that they may choose to use and/or are interested in using this framework in it lifetime. These organisations are:Ceredigion County Council; Pembrokeshire County Council; Rhondda Cynon Taf County Borough Council; Merthyr Tydfil County Borough Council ; HEFCW; Coleg Gwent; Coleg Glan Hafren; Deeside College; Aneurin Bevan Health Board; Barry College; Environment Agency Wales; St. David's Catholic College; Gower College, Swansea City and Borough Council; Swansea University; Cardiff University; Aberystwyth University; Coleg Powys; Coleg Morgannwg; Bridgend College; Coleg Sir Gar; Betsi Cadwaladr University HB; Welsh Ambulance Service NHS trust; Cardiff & Vale University HB; Vale of Glamorgan Council; Bridgend County Borough Council; Newport City Council; Blaenau Gwent County Borough Council; Torfaen County Borough Council; Cardiff Council; Monmouthshire County Council; Caerphilly County Borough Council; Neath Port Talbot County Borough Council; Powys County Council; Flintshire County Council; Denbighshire County Council; Wrexham County Borough Council The Framework has been divided into 7 Lots on the basis of type and location.Lot 1 Vendor Neutral Service Provider (excluding Education)– All WalesLot 2 Master Vendor Service Provider (excluding Education) – North WalesLot 3 Master Vendor Service Provider (excluding Education) – South WalesLot 4 Master Vendor Service Provider (excluding Education) – East WalesLot 5 Master Vendor Service Provider (excluding Education) – West WalesLot 6 Master Vendor Service Provider (Education Only) – North Wales Lot 7 Master Vendor Service Provider (Education Only) – South Wales Further detail is provided in the tender documentation.Tenderers can bid for one, some or all the Lots.Tenderers should note that although the Lead Authority for the purposes of this procurement is The County Council of the City and County of Cardiff, other contracting organisations (as defined in regulation 3 of the Public Contracts Regulations 2006) in Wales, such as government departments, may chose to use the framework agreement, without creating an obligation on them to do so. In the event, the contractual relationship will be between the individual contracting authority (or User) using the framework and any Managed Service Provider.For the avoidance of doubt this is a voluntary OJEU Contract Notice and the process to be followed for the subsequent award of any framework agreement will not correspond to any process stipulated by the Public Contract Regulations 2006.
