Kent County Council (The Council) is the waste disposal authority for the County of Kent. The county comprises 12 waste collection authorities. This two-tier administration coupled with the geographic size of the county necessitates the provision of a network of waste transfer stations to receive and bulk-up Residual waste. Additionally, Kent County Council provides a network of HWRC ‘s which receive waste delivered direct by the public and others to meet its duties under the Environmental Protection Act 1990. The Council has a sound track record of performance as a waste disposal authority including in respect of its recycling rate. The Council recognises that waste is increasingly to be treated as a resource and it already utilises an 'Energy from Waste' plant as the final disposal solution for the majority of the County's residual household waste. The Council intends to renew its focus on maximising diversion from landfill and increasing recyclate quality. The Council is seeking a step-change through improvements to service delivery and consequently aims to take a new approach to the operation and management of its waste facilities. This will drive efficiency and value for Council taxpayers. The Council believes that there is scope for significant change particularly in 4 key aspects of the service. These areas are: 1. Driving innovation and creativity; 2. Placing the customer at the heart of the service (primarily this relates to the public who use the Council's household waste recycling centres); 3. Waste ownership and performance; 4. Asset management. The contract(s) cover the Mid and East Kent areas and include, management and operation of 3 combined (three) combined HWRC's and WTS and 9 stand alone HWRC's. The Supplier(s) will provide a day to day operation and management of the facilities including: Site Reception, personal liaison, accessible residual and recycling areas, signage, the supply of appropriate processing equipment and plant plus ongoing associated maintenance, site security, access management, Health and Safety compliance and physical site house keeping. The service will include the provision and operation of related road haulage transport of waste, compostable and recyclable materials from each of the managed sites to processing facilities as directed by the Council. The requirement of an asset transfer scheme for Plant, Machinery and Equipment, will be applied during the implementation period. The Council will reserve the right to terminate the contract prior to the end of the initial contract term as stated in the Tender document. During the extension periods the Council will review the contract operation for delivery of Value. Failure to demonstrate this will enact contract termination as stated within the Tender document. The contract period is for 144 months, however this will comprise of 2 stages: the first for 72 months and the second as an annually extended period for up to an additional 72 months.
