Building Better Opportunities is a new multi-million pound funding programme which matches money from the European Social Fund (ESF) 2014-2020 and Big Lottery Fund, to invest in local projects tackle the root causes of poverty and social exclusion faced by the most disadvantaged people in England. This programme is currently in development, subject to funding approval, and is anticipated to go live in the summer 2016 until December 2019. Delivery of Building Better Opportunities is via a Lead Organisation. Big Lottery Fund will fund one Lead Organisation for each project outline. Leading up to Stage One of the application process, four prospective Lead Organisations worked in partnership to develop complementary approaches to each of these project outlines. Through a competitive process, these four organisations were invited by Big Lottery Fund to submit a Stage Two application for their respective project outlines, which are: •Employment support for the over 24s – Steps to Work •Targeted community approach – Heart of England Community Foundation •Family poverty including troubled families – Black Country Together CIC •Financial and digital inclusion – Walsall Housing Group/Accord Group Each Lead Organisation has developed a network of delivery partners across the Black Country, who can deliver a wide range of activities and services to support participants in moving closer to employment. Many of these delivery partners may be working on more than one project outline, and therefore more than one Lead Organisation. These four organisations have decided to continue to work together to develop the BBO Black Country project throughout the Stage Two process and hopefully throughout the lifecycle of project delivery until December 2019. The aim of this is to create a fully integrated and holistic programme, which provides the participant with a seamless journey whilst promoting cross-agency collaboration. We are looking to engage with an IT solution provider to develop a MIS (Management Information System) to provide all four lead organisations with a participant tracking system. We are seeking a system that will allow the approximate 65 partners to access a shared database for information sharing relating to the 4 strands of delivery. Therefore, tenders should provide sufficient licenses to access their system for the required amount of partners. Please note that the contract start date is only an estimate and is subject to change. Tenders will be shortlisted by an evaluation panel based on scoring framework and those who have been shortlisted will be required to give a demonstration to panel on the 19th Feb.
