Marine Battery System Capability Concept Demonstrator — Phase 1 — Project Definition Study.

Descriptions

Batteries. The UK MOD requires a high energy secondary battery system with a capacity of 2.5 to 3MWh. There will be a challenging target for the battery system volumetric energy density (greater than 120 Wh/litre) & the system must be capable of discharge rates up to C/3. There are stringent safety requirements, & a chemistry based on an aqueous electrolyte is sought. A guaranteed life of more than 500 charge/discharge cycles is necessary. The UK MOD wishes to contract for a Project Definition Study (preliminary to the Capability Concept Demonstrator) that identifies the work to package an existing prismatic cell design for particular naval platforms, & the tests to demonstrate that safety & performance demands are met. The existing prismatic cell has to be at Technology Readiness Level 7 (see below). The winning bid(s) will have the highest score(s) taking into account the plans to design & build a CCD battery system based on these requirements. Potential tenderers should be aware that the budget may be shared over up to 3 separate contracts, where the Authority decides enough differentiation exists between technology solutions to merit separate Project Definition Studies running concurrently. Alternatively, one contract may be placed for the whole budget, or any portion of the budget which is deemed to represent value for money, if one comprehensive technology solution emerges from one company/consortium. Tenders will not be evaluated on price, unless similarities in technology solutions emerge requiring other means of separation (eg price). The Authority may wish to downselect to preferred bidder(s) at any stage of the competition. Accordingly, companies interested in being invited to tender must respond by completing the accompanying DPQQ.EC technology readiness levels and definitionsTechnology Readiness LevelTRL 1 basic principles observed.TRL 2 technology concept formulated.TRL 3 experimental proof of concept.TRL 4 technology validated in lab.TRL 5 technology validated in relevant environment (industrially relevant environment in the case of key enabling technologies).TRL 6 technology demonstrated in relevant environment (industrially relevant environment in the case of key enabling technologies).TRL 7 system prototype demonstration in operational environment.TRL 8 system complete and qualified.TRL 9 actual system proven in operational environment (competitive manufacturing in the case of key enabling technologies; or in space).
