Description of intended Highways Maintenance requirements - the current Highway Term Maintenance Contract will be split into four separate contracts:, •Core Term Maintenance – Undertaking of core highway maintenance activities. This includes: the repair of safety defects; out-of-hours call handling and response to highways emergency incidents and support to the emergency services, including on the public rights of way network; delivery of winter service activities, including the purchase of de-icing materials, using the Employer’s fleet; Installation and maintenance of non-illuminated signage, road markings and studs; grass cutting, hedge cutting, tree maintenance, weed killing; road edge ploughing, clearance of ditches and drainage grips; planned and reactive cleaning of highway drainage systems including gully emptying, drain jetting and clearance of outfalls; repairs and improvements to highway drainage systems; repairs and resurfacing of footways and cycleways, carriageway patching; minor repairs to bridges, walls and other highway structures; testing and site investigation work - approximate total value of £150,000,000 and duration of 8 years + opportunity to extend for a further 4 year period., •Surfacing – Reconstruction, overlay and resurfacing of carriageways. Also, the laying of thin overlay surfacings and other surface treatments, retexturing, crack sealing, high friction surfacing etc to carriageways, footways and cycleways approximate total value of £25,000,000 and duration of 4 years., •Surface Dressing – Design and laying of surface dressings to carriageways in accordance with Road Note 39. Also, the laying of thin overlay surfacings to carriageways, footways and cycleways - approximate total value of £25,000,000 and duration of 4 years., •New Assets – These include Small Improvement Schemes, Safety Schemes, Active Travel Schemes, Bus Service Improvement Plan Schemes etc, and may extend to schemes funded/ promoted by third parties. They are a mix of schemes promoted by elected members and officers and can vary in size up to around £1,000,000 but an upper limit for an individual scheme will not be set. Typical schemes may involve new footways/ cycleways, crossings, speed reduction/traffic management measures, junction re-alignments. The nature of the work will include drainage, kerbing, carriageway/ footway/ cycleway construction, high friction surfacing, signing, road marking and studs, illuminated signage, highway lighting & signals (option to procure directly) - approximate total value (subject to successful bids for funding) in the range of £10,000,000 to £20,000,000 and duration of 4 years., The Authority is publishing this PIN to inform the market of its future intentions regarding the above., A Market Engagement Event will be hosted online by Somerset County Council on 28th February 2022. Suppliers who wish to participate in this information sharing session will need to register their interest through the listing posted on the Supplying the South West portal, reference DN584103 (www.supplyingthesouthwest.org.uk), to receive the event link to be hosted through Microsoft Teams. Suppliers should use the messaging function on the portal to request the meeting link., The Market Engagement Event is intended for the Authority’s officers to share information with regards to these contracts and the future options for procurement and delivery. In addition to this, the Authority will be offering one-to-one sessions to suppliers following the event who have further questions or feedback to provide to the Authority., The Draft Agenda for the Market Engagement Event will be as follows:, •Introducing the Day, •High Level Commissioning Intensions, •The Structure/Scope of the Contracts, •Procurement Timetable, •Introduction to Service Delivery, •Highway Maintenance Service Delivery, •Highway New Assets Service Delivery, •Wrap Up Session, Following the Market Engagement Event, opportunities for one-to-one discussions will be offered - March 2022 to April 2022., Attendance or non-attendance will not prejudice any supplier’s participation in any subsequent procurement exercises. The slides, information presented, and any questions & responses provided will be made available following the event.
