The Welsh Assembly Government on behalf of the Welsh Ministers (the Client) requires access to more robust and comprehensive information on the qualification levels achieved by age 19, and on entry into Higher Education. The Client undertook a similar project last year whereby individual student data from separate schools and post-16 databases were matched together to provide the full picture of attainment by age 19 (whether in the school or post-16 sector). The project led to the following publication of results : http://wales.gov.uk/topics/statistics/headlines/post16ed2009/hdw20090528/?lang=en, hereby improving the evidence base in the monitoring and development of education policy in Wales. It is intended to produce a similar analysis through this year’s project but also for the first time to match in the Higher Education dataset, which will allow analysis of progression levels into Higher Education.The Client holds several separate databases of individual student data for learners within schools, the post-16 sector (further education and work-based learning) and higher education. Through this project the Client intends that they develop the ability to link the datasources statistically to provide the complete picture of attainment by age 19 and enable analysis of progression levels into Higher Education. It is intended that the project will commence in early May 2010 with a suggested completion date of end July 2010.The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liabilityPayment terms will be indicated in the contract documents.
