MEICA Electrical Installation Condition Reporting (EICR) Services

The Environment Agency is developing a specification and procurement strategy for EICR services to be undertaken on MEICA (Mechanical, Electrical, Instrumentation, Control and Automation) assets across England., The services shall cover the periodic inspection and testing of fixed electrical installations and fixed electrical equipment. The “Contractor” shall inspect and test the fixed electrical installation at each site as required by Part 6 of the IET Wiring Regulations and IET Guidance Note 3. Periodic inspection and testing of every electrical installation shall be carried out in accordance with regulations 651.2 to 651.5 of BS 7671 in order to determine, so far as is reasonably practicable whether the installation is in a satisfactory condition for continued service. EICR services are to be undertaken by staff that are appropriately trained/ qualified/ certified AND experienced in delivering EICR’s (i.e. Qualified Electricians that also have Test and Inspect qualifications - C&G 2391-50 and 51 or C&G 2391-52 or equivalent)., The services will primarily be performed on the Environment Agency Flood and Coastal Risk Management, Water Resources and Navigation sites. Examples include pump stations and waste pumps, flood and sluice gates, penstocks, outfall flaps, related buildings and structures, tidal barriers, water transfer systems/pipelines, boreholes., The estimated value of EICR services is approximately GBP 300 000 per year, broken down as follows: North West £20k, North East 27k, Midlands £80k, Anglian £85k, South East £75k, South West 43k. (All figures are based on previous years spend and are included for indicative purposes only)., The Agency wishes to understand the spread of suppliers across the country that could provide these services, and/ or identify any areas of limited supplier coverage. This will inform the decision on whether a national or regional delivery model is followed., Please note, the Agency intends to use the information gathered to shape the proposed procurement process and specification. The Agency will provide regular updates to all suppliers that respond to this survey, however participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement and the Agency reserves the right not to proceed with the procurement process. The Agency will not meet any costs incurred by any party in responding to this notice. The Agency reserves the right to change the scope or approach to this procurement exercise.
