Descriptions
The NESPT wishes to commission a Conservation Accredited Architect and design team to undertake the work described below. Part 1 - Condition Survey 1.1 A detailed condition survey of the buildings including the water wheel and mill mechanism. A detailed condition survey of the mill pond, lade, sluices, the retaining wall to the burn, sewage system pumps and reedbed treatment system. 1.2 An assessment of the repair and remedial work required including, if necessary, structural repairs. Any emergency work and/or essential repairs should be identified and costed. Part 2 – Cost Report 2.1 A detailed breakdown of the likely cost of the remedial work Part 3 - Business Plan 3.1 A thorough review and updating of the existing business plan to reflect the costs reported and the current funding climate. Part 4 – Information required by Aberdeenshire Council 4.1 The Council requires the following information before they can transfer ownership to the NESPT: - a demonstration that the disposal by the Council contributes to the promotion or improvement of economic development or regeneration; health; social wellbeing; environmental wellbeing. - a summary report setting out a fully costed (capital and revenue) phased redevelopment of the site - a summary report setting out the benefits to be delivered by the redevelopment and details of the engagement with the local community
