The objective of this requirement is to identify a Supplier/s who can implement a programme to strengthen the ability of the national and provincial authorities of the countries in DFID's global mine action programme to direct, regulate and coordinate mine action more effectively, with the aim of: increasing security, enhancing livelihoods, and enabling broader humanitarian and development projects to be implemented; and making measurable progress towards Anti-Personnel Mine Ban Treaty (APMBT) compliance. Most of the mine-affected countries receiving support from the UK Government have improved their ability to manage their mine action programmes, but further support is required. Such support includes: completing and implementing National Mine Action Standards (NMAS); completing national surveys of mine and UXO contamination, and using the resulting information to improve the prioritisation of demining and MRE projects; understanding and applying the concepts of risk management and land release to make land available for productive use; and providing management education and training. The proposed value of the contract is up to: GBP 2,700,000. This global project aims to provide capacity development support to the national mine action programmes of Cambodia, Laos, Mozambique, Sri Lanka and Vietnam. Other countries may be added later. The project is part of a broader GBP 30m UK mine action programme which will be implemented in up to 11 countries worldwide.
