The Coal Authority is a non-departmental public body responsible for the licensing of Coal Mining, historical coal mining liabilities and the provision of coal mining information for England, Scotland and Wales. The Coal Authority employs 140 staff, based mainly at the head offices in Mansfield with some field staff remotely based in order to respond quickly to incidents in the coal mining areas.The Coal Authority has the responsibility for the management and remediation of environmental impacts created by past coal mining activities undertaken throughout England, Scotland and Wales this includes ensuring that public water courses (rivers and streams) and aquifers (ground waters) are protected from pollution caused by contaminated mine water.The Authority has a requirement for a four year Framework to deliver the Design and Construction of mine water, mine gas and other environmental assets/facilities. Core activities will comprise of scoping, feasibility, outline and detail design and construction work for new build and refurbishment for older scheme projects, typically ranging in value from circa GBP 20K - GBP 2m. The typical number of new builds per annum range between 1 - 4 with the up to 8 scoping/feasibility studies per annum. The services may also include the provision for undertaking and delivering site services including boreholes, ground investigations, ground modelling, power supply infrastructure, specialist advice i.e ecology and planning and commissioning services. Typical schemes include cascades, settlement lagoons, sludge drying beds and reed beds with associated earthworks and mechanical and electrical works, the chemical dosing systems when appropriate. Activities may also cover other responsibilities performed by the Authority.The succesful organisationwill collaborate in a partnership approach with the Coal Authority's Management and Operations Contractor(s) working as an integrated team on the design of new build and refurbishment projects to align design and construction with operational asset management. The Authority requires continuous improvement to asset management and operational efficiency, sustainable solutions, innovation and R&D investment to deliver year on year savings.
