Mobile Broadband and Voice Performance Measurement

Ofcom has a requirement for mobile broadband and voice performance data, which will help us to understand and measure the consumer experience of 4G and 3G mobile services in the UK (and potentially 5G services if they are commercially available in the contract period).Our objectives are:— to establish industry-standard testing methodologies and datasets which can be used to track the overall progress of mobile performance,— to provide consumers with information they need to make informed purchase decisions, and— to incentivise operators to compete on service quality.Tenderers must measure mobile broadband and voice performance on consumers’ own smartphones, to analyse their end-user experience. This will help Ofcom to understand the mobile broadband performance available for consumers in different parts of the UK and explore their experience of these services.
