Monitoring Deemed Electricity Demand Reduction (EDR) Projects.

Electricity meters. The Department of Energy and Climate Change (DECC) is seeking a contractor to install electricity meters in a sub-set of sites receiving funding from the Electricity Demand Reduction (EDR) Pilot scheme. The work specified here forms part of a wider work programme to evaluate the EDR Pilot scheme and draw conclusions as to whether EDR should be included within the Capacity Market (CM). The Department would like to monitor deemed projects in order to compare the actual electricity savings achieved post-equipment installation to the savings predicted by ‘deemed savings calculators', in order to reach a conclusion as to whether these calculators are a sufficiently reliable predictor of electricity savings. The contractor will be provided a list of sites where metering is required, and the nature of the equipment to be monitored. For each site the contractor will be expected to:-Install electricity meters in the premises of selected EDR Pilot participants-Install a wireless interface to collect electricity usage data from this meter, both before and after the installation of the EDR equipment-Monitor the usage data and verify how this compares to expected savings data provided by DECC. Where concerns are identified intervene as required to ensure all metering equipment is maintained in good working order for the duration of the monitoring period and that the information held (for example, installation dates) is accurate-Pass all raw and cleaned meter data to DECC in agreed format, along with any derived variables.-Remove/decommission the meter at the end of the monitoring period as required. The timing of this work is critical — meters must be installed in selected sites across Great Britain as soon as possible after the 16.2.2015, to ensure baseline data can be collected before new equipment is installed. The contract will be divided into three stages:— Stage 1: Preparation phase (15.1.2015 to 13.2.2015),— Stage 2: Meter installation and monitoring from first round of pilot scheme (16.2.2015 to at least 31.3.2016) — (Possible),— Stage 3: Meter installation and monitoring for possible second round of pilot scheme (to begin during 2015 and conclude during 2017).An indicative range for the expected budget for stage 1, preparation phase, is GBP 10 000-GBP 50 000. There is a maximum ceiling of GBP 800 000 that could be spent before 31.3.2015. Stage 1, 2 and 3 have a combined maximum value of GBP 2 000 000. The remaining maximum of GBP 1 200 000 will be available over 3 years from 1.4.2015 to 31.3.2018. The ‘maximum' spend will only be available if participation rates are high across all seven of the deemed technologies of interest, and if monitoring projects are required for two separate auctions. Consortium bids welcome. The contractor will need to provide technically qualified meter installers, with skills in siting, installation and maintenance of meters to include:-Assessment of metering arrangements already in place in these organisations-Identification of options for isolating electricity usage of the EDR equipment-Experience of installing meters-Skills in monitoring meters and undertaking maintenance as required. In addition the following skills will be required:-Expertise in designing and managing a roll out programme -Customer relationships skills -Expertise in collecting, formatting, quality assuring and transferring large quantities of data-Expertise in comparing datasets and identifying anomalies-Ability to identify and respond to unexpected findings
