Monmouthshire County Council (MCC), acting as Lead Body on behalf of adventa + partnership, is seeking tenders for a consultant to undertake a detailed Evaluation Study of programme/project delivery of Axis 3 and 4 under the Rural Development Plan (RDP) for Monmouthshire.The Evaluation Study will include Baseline Evaluation, Mid Term Evaluation of Business Plan1, On-going evaluation of Business Plan 2, Evaluation of the RDP Management Process, Ex-Ante Evaluation of RDP Business Plan 1 and 2. The evaluation study will also discover and advise on best practice that can be replicated in future projects and additional outcomes/added value that cannot be accounted for through the hard outputs and lessons learned. The successful consultant will be expected to create the framework that will identify how these projects have achieved additional social, environmental and economic outcomes.
