Tenders are invited from a specialist metering systems contractor to design, install, and commission a replacement automated electricity and heat tenant sub-metering system at the Mariner’s Quay development in Newport.Charter Housing Association wishes to receive proposals and costs for the following options:1.Credit metering (electricity and heat) with automated meter reading data collection and associated software to permit Charter Housing Association to generate tenant bills.2.An outsourced tenant billing service where a supplier provides the full service of data collection, generating tenant bills and sending the bills to tenants (but excluding revenue collection).3.A pre-payment metering system (either for just electricity or electricity and heat – subject to technical and financial feasibility of installing HIU isolation valves).The Mariner’s Quay development is a multi-award winning development of 101 new homes and was completed in 2011. The scheme comprises of 86 apartments, 15 mews and terrace houses located on a narrow riverfront site within the Old Town Dock area of Newport, South Wales.It is envisaged that the project shall start in Jan 2019 and shall be completed by no later than March 2019.
