This feasibility study is being commissioned as a direct consequence of the recommendations of The Culture, Welsh Language and Communications (CWLC) Committee’s inquiry into funding for and access to music education and the Minister for Educations commitment to exploring the recommended actions.In 2016, the public were asked to submit their ideas into what the Committee prioritise should be. A poll was then launched for the public to decide what inquiry the Committee should look at first. The most popular public choice being ‘funding for and access to music education’.The terms of reference for the inquiry were as follows;•Access to local authority music services for all children and young people•The current position with the national and regional ensembles•Progress made in implementing the recommendations of the Welsh Governments reviews into music services and the national arts ensembles•The impact of funding decisions on the delivery of local authority music services and issues relating to the music education workforce;•Examining the broader provision of music education services through the third and commercial sector.AimThe aim of this study is to identify and assess options for the future delivery of music services in WalesObjectives1.Review existing evidence and generate new evidence to identify existing methods of delivery of music education services across Wales.2.Identify best practice in existing methods of delivery of music education services across Wales.3.To consider alternative models of music services and identify the needs and demands for such services, recommend support needed to support alternative services4.Review existing evidence and generate new evidence to consider the feasibility of options available for delivery of music education services across Wales. This will need to:a. Consider whether responsibility for delivery should be transferred to a single national ‘arms-length’ body and present options for what form this body should take and funding options for any proposal.b.Identify and consider what other options for delivery of music services across Wales could be feasible and deliverable5.To consider whether a National Plan for Music Education should be prepared, and if so identify and recommend the content of any National Plan for Music Services education.
