This is an emergency tugboat towing service to tow the MV Ruby carg ship out to sea from the Great Yarmouth Port to manage her contaminated amonium nitrate cargo. The Health and Safety Executive has deemed the contaminated ammoniun nitrate cargo as potentially explosive and a danger to life.
