However, in the event that the Authority decides to formally commence a procurement pursuant to this PIN, a separate Contract Notice will be published. , Background/Opportunity Overview, The current National Firearms License Management System (NFLMS) is a computer system designed to record details of individuals who apply for firearms certificates, the certificates themselves, and the firearms and shotguns licensed to those people who hold certificates. NFLMS is used by forces teams across England and Wales and these teams conduct approximately 170,000 licence grants, renewals and variations per year. While NFLMS delivers capability to support its core function of acting as a record of certificate holders, the system has remained relatively unchanged over the 15 years it has been in service while new requirements for the system have emerged. In addition, the current NFLMS system has always been a challenge to change and adapt as requirements, technology, legislation and/or policy changes. A key requirement of the new system is that it is flexible, adaptive to change and future refinement.
