National Flexible Framework for Care and Support Services (Care at Home and Supported Living)

This Flexible Framework is intended to allow Councils and associate members/other bodies to procure a variety of Care and Support Services, all as further described within the published procurement documents. Councils in Scotland have their own current arrangements for the purchase of Care and Support Services. Current care packages will not necessarily transfer over to this new Flexible Framework. This will be a decision for Councils to make in line with their care management and review processes. Scotland Excel chose to follow an open procedure for this process and voluntarily adopted the ESPD (Scotland) for the purpose of assessing whether grounds for exclusion applied and whether tenderers met the published selection criteria. The published selection criteria included the requirement for tenderers to be registered with the Care Inspectorate for the services offered and to hold defined minimum grades under their registration.
