NATIONAL SURVEY FOR WALES 2011 – 2014/16

This contract is to conduct a survey across Wales and supply the resulting data to the Welsh Assembly Government. The aim of the survey is to provide the Assembly Government with robust information on citizens’ wellbeing and on views about public services. The survey will be a continuous annual survey of the general population of Wales. It will produce Local Authority level estimates on an annual basis and national estimates on a quarterly basis.The main requirements are:•to achieve a minimum effective sample size of 600 adult individuals (accounting for design effects due to clustering, stratification and weights) based on a random sample in each local authority in Wales over each 12 month time period (January to December);•to collect high-quality data and to achieve a response rate which is equal to or exceeds those obtained for surveys with similar designs; •to deliver final weighted datasets within three months of the completion of each agreed 3 month period of data collection; and•to deliver final weighted datasets within three months of the completion of each agreed 12 month fieldwork period.The primary mode of data collection will be face to face. Interviews and all survey materials will be available in English or Welsh as standard, and other languages as necessary.The budget available for the core elements of the project (that is, all parts specified in the Invitation to Tender with the exception of the components listed in the Options section) will not exceed £1.4m in 2011-12, £1.3m in 2012 13, and £1.2m a year thereafter (excluding VAT).The length of the contract is three years to run between April 2011 and March 2014, with the option to extend by a further one, or two years.The Client will be holding a meeting for potential suppliers on the afternoon of 16 December 2010 in their Cardiff offices. The purpose of this meeting will be to give potential suppliers an overview of the specification, background to Assembly Government’s Community Benefits policy and a chance to ask questions/ seek clarifications.
