The National Survey is a key source of robust information for Welsh Government and its partner organisations, as well as for other stakeholders such as the media and members of the public. The survey involves around 12,000 people a year, asking about their behaviours, experiences, circumstances, and views on a wide range of issues. The survey is used by policy teams across many parts of Welsh Government and its partner organisations. The results are used to monitor and report on around a third of the Wellbeing of Future Generations (Wales) national indicators, making it a high-profile output.There is a strong demand from users of the survey, particularly policy users, for easily accessible and readily available survey results to inform policy development and decision-making (as opposed to them having to request results and then wait to receive them). Because the users are often not analysts, it is paramount that these results are presented in as simple and easy to access way as possible.Results are displayed in the current Results Viewer https://gov.wales/national-survey-wales-results-viewer, an interactive Excel workbook using VBA to display results in charts and tables, bilingually in Welsh and English. The Viewer contains over 11,000 tables of survey results which span a period of 10 years, with results for some questions occurring every year while other results are only present for some years. It takes as its input unformatted cross-tabulations of summary tables of results straight from Stata (software package), plus metadata about the survey questions for each year. We conducted user testing which showed that core features of the current Viewer meet the majority of users’ needs, but that some of the user interface could be improved, particularly in terms of accessibility. Further information on the data is attached to this notice as a downloadable document.Requirements:We are looking to replicate and improve on the current Excel results viewer via an online tool hosted on Welsh Government infrastructure, which will provide internal and external users access to results in a similar format to the current Viewer, with additional functionality and clearer display of and access to the data. Like the current viewer, it would be based on pre-produced summary tables of results rather than analysing the survey results directly. The Viewer will be required to organise and display the results for users, allowing them to filter and retrieve results of interest – no analysis of raw data will be required.The viewer should be fully accessible to WCAG 2.1 – Level AA as a minimum and bilingual so that it operates in English or Welsh at the user’s preference, meeting Welsh Government language standards – see the Bilingual technology toolkit (https://www.gov.wales/bilingual-technology-toolkit-good-user-experience). The solution should comply with appropriate security standards.The web-based Viewer should maintain the benefits of the existing Viewer: the simple, user-friendly design that is fast / responsive and accessible to non-specialists; provision of the same wide range of tables and charts with the ability to display confidence intervals, sample sizes and notes to aid interpretation; and avoid any increase in Welsh Government staff resource needed to update the viewer. It should also take as an input, tables of results in exactly the same format as present. The viewer will need to follow a similar format to the present one, with some amendments arising from recent testing with users that we have undertaken.We would like to hear from companies that can implement a tool fulfilling our requirements. Companies may already have software which can be deployed to our infrastructure or may suggest an alternative solution that can be adapted to our requirements. Suggestions on how the data would be best consumed into the platform, including API recommendations are requested. We welcome any other thoughts on our proposal including any pros and cons associated with our requirements for hosting and management of the tool, or other requirements.If proposing a bespoke solution, the Viewer should be implemented in a way that is supplier-agnostic, and ongoing considerations for the future usage of the tool, such as relevant knowledge transfer and any upskilling required of the Welsh Government project team should be considered.We expect to proceed with this project in March 2023, with the aim of the tool development to be completed by late summer 2023 (although longer timeframes will be considered if necessary and realistic estimates of the time required to implement the tool are welcomed).
